Bring a large pot of generously salted water to a boil. Cook rotini according to package directions. Drain and set aside.
In a deep skillet or Dutch oven, melt butter over medium heat. Add ground beef, onions, and mushrooms. Lightly season with salt and pepper. Cook until beef is browned and mushrooms/onions are tender (about 7 minutes).
Stir in garlic, Worcestershire sauce, Dijon mustard, and onion powder. Cook 1–2 minutes. Sprinkle with flour and stir to combine.
Slowly whisk in beef broth. Add sour cream, nutmeg, salt, and cracked pepper. Simmer on medium-low for 4–6 minutes until thickened.
